DHL Rulebook
Salary Cap
1. Staying under the salary cap $62M and over the floor $44M
2. Injured players do not count against cap
3. Penalties:
Over the Cap:
1st + 2nd Warning : Best player benched for next sim
3rd Warning : Best player suspended indefinitely
4th Warning : GM Fired
Under the Cap floor:
Random FA player signed to 1 year contract to get to floor
Releasing, Claiming, Calling Up and Sending players down
1. Players may be released by a GM at any time.
2. Post the player in your Team Functions
3. A GM may claim any player that has to go through waivers as soon as a player is waived. He will go to the team that is lowest in the stadings at that point in the season. Offseason will revert back to the previous season.
4. GM's may call up any player at any time, but must stay under your 23 man roster size (You do not need to have 23 players called up but it is recommended that you have at least 2G 4LW 4C 4RW and 6D Total of 20 players). There are unlimited roster sizes in preseason and playoffs.
5. GM's may send any player they want down to the minors any time they want to. Remember that if you send a player down that they may have to go through waivers (Expect for an emergency call up).
When posting to have a player sent up be clear! If you are OK with him having to claim waivers then indicate that, otherwise post, "Send player A down UNLESS he has to clear waivers".
Trades and Trading Players
1. Trading must be by either (A) PM, (B) email, or (C) IM (messenger client) or by some other form of communication. DO NOT create a topic in the forum to discuss a trade.
2. GM’s may post players in the “TRADING BLOCK” section only to let other GM’s know what players are up on the block. The trading block forum is not for discussion
3. When trade talks are done, one GM “MUST” post a thread in the "Completed Trades" section. The “SECOND” or all “GM’s” “MUST” confirm it. If not confirmed by “ALL” GM's involved, the trade will not be accepted. “DO NOT” post deals that will not be confirmed by “ALL” parties. Once both GM's accept a trade it will not be reversed if another GM backs out. Only the commish or the mod committee can deny the trade at that point.
4. Some trades may not be approved! For example, if you trade a player with an overall "95” rating for a player overall rated "65”, this trade will not be accepted. This is to keep GM's from tanking in order to gain a higher draft position, and also to prevent the hopefully unlikely occurrence of a puppet GM being brought in to trade away a team's best assets to another team and then disappear.
5. Trades will be looked at by the mods first and then the Commish will give the final approval. Mods may give a thumbs up or thumbs down with there thoughts. Please do not email either the mods or commish asking if it is approved. Please check the trade thread to see if it was approved. This process may take longer to get done, but it will be more fair to all GM's.
6. When posting a trade you must include players name, age, salary, contract length, offense, defense and overall ratings and NEW salary. You must write a short reason why you are making this trade. Trades not including this info may be delayed or denied. GM's must also post the new team salary (only for trades made in the regular season)
7. Trades may include certain conditions. The conditions may only apply to retirement/signing/testing market possibilities. Conditions may NOT be based on player or team performance.
8. Trades can not include any player who is injured for one week or longer. They will not be processed until the injury is less then a week
RFA's
1. If you want to sign a RFA from another team, post your offer in Player Agent Forum.
2. If you want to sign a RFA from another team, you will have to pay a compensation as listed below.
-400.000 $ or below - nothing
-over 400.000 $ to and including 550.000 $ - 3rd round pick
-over 550.000 $ to and including 650.000 $ - 2nd round pick
-over 650,000 $ to and including 800.000 $ - 1st round pick
-over 800,000 $ to and including 1.000.000 $ - 1st and 3rd round pick
-over 1.000.000 $ to and including 1.200.000 $ - 1st and 2nd round pick
-over 1.200.000 $ to and including 1.400.000 $ - 2 1st round picks
-over 1.400.000 $ to and including 1.700.000 $ - 2 1st rounders and a 2nd rounder
-over 1.700.000 $ - 3 1st round picks
-For each additional million one additional 1st, up to a max. of 5 1st round picks.
3. Teams who do have the rights of the RFA, have a chance to match any offer giving.
4. Teams can't give offer sheets to unsigned RFA's until the day before the start of the regular season.
Game Day and Line Ups
1. The lineups must include the following lines

2. Lines "DO NOT" need to be posted for every game. They only need to be posted if you have line changes.
Please bold any line changes to ensure accuracy
5. To adjust to documented bugs within the EHM software, there are line strategy limitations
- max of 2 h&g lines
- combined time CANNOT exceed combined time of other lines
- total time cannot exceed 100 seconds
Inactivity/Banning
1. If a GM is inactive for 7 days, the GM can be removed from the league.
2. This will be determined by the Commisioner.
3. GM's should attempt to make posts at least once a week to show signs of activity.
4. If you are going away, post it in the "Vacation Thread" thread.
5. At the Commish'es discretion GM's can be warned and or banned for inappropriate behavior. This includes:
-language
-personal attacks
-immature or rude posts
-registering two teams (without league permission)
-collaborating to purposely make a team weaker
New GM's
Anytime a team is taken over by a new GM (new to the league), certain conditions apply
- the new GM is not permitted to post trades for a period of 7 real days
- the new GM is under a 'probationary period' and must show signs of activity and participation.
